Somalia: TERMS OF REFERENCE: ASSESSMENT OF SPECIAL EDUCATIONAL NEEDS OF CHILDREN WITH LEARNING DIFFICULTIES

1. INTRODUCTION

SOS Children’s Villages Somalia seeks a qualified Consultant to conduct an Assessment of special educational needs of children with learning difficulties, in order to develop individualized education program for special support in the children’s education development in SOS Children’s Village Mogadishu, Somalia. This Terms of Reference outlines the details and requirements of this assignment. The Consultant will work primarily in the SOS families and SOS Hermann Gmeiner School, Mogadishu.

2. BACKGROUND

The SOS Children’s Village Mogadishu is made up of 12 family houses and a youth home. Currently we have 99 Children, among these 63 are male and 36 are female. All the children in SOS families are attending Kindergarten and Primary school except for few babies. The children under the care of SOS Children’s Villages are provided education and employable skill to help them develop in to responsible, independent and self- reliant individuals in their Society.

There are a group of 8 children (boys and girls) in the CV Mogadishu who have been getting poor grades in their examinations and performing poorly in all the classes since they joined grade 1. These children attend school regularly and do their best in the tests but with no achievements. The parents and teachers have organized additional tuition every year with no improvements.

3. OBJECTIVES

The overall objective of the proposed consultancy is to produce an appropriate program to improve the educational performance of the target children

The specific objectives are to:

3.1. Provide a diagnostic evaluation report of individual child in terms of academic performance and learning characteristics. This will help identify and diagnose the learning difficulties and perceptual problems which manifest themselves in the school and home setting.

3.2 Produce an individualized education program for each of the target children.

3.3. Improve the Village Educator’s knowledge on monitoring the implementation of the planned education programs for the children.

4. METHODOLOGY

The Consultant will be expected to employ a blend of methods including but not limited to literature review, observations of children, interview with children, focus group discussions with parents and teachers and diagnostic achievement tests.

5. SCOPE OF WORK

The assignment will involve eight (8) children who have been identified to have some learning difficulties from the SOS Children’s Mogadishu, SOS Mothers of the respective children and 5 teachers of the SOS HG School.

6. DELIVERABLES

The consultant is expected to deliver among other tasks:

6.1. Desk review. Study the background information and academic performance trends of the target children.

6.2. Develop appropriate assessment tools for gathering information and data on the target children in close consultation with the Village educator.

6.3. Evaluate the current level of children’s educational strengths and needs with the support of the SOS mothers and HG School teachers.

6.4. Conduct the Education needs assessment for the eight (8) children.

6.5. Produce an appropriate education program to meet the needs of individual children.

6.6. Produce an Educational needs Assessment report, complete with annexes.

The Consultant will be responsible for submitting the deliverables. Deliverables will be submitted according to a timeline agreed by the Consultant and SOS Children during the negotiations of the contract terms and conditions and included in the final contract. The Consultant will provide SOS Children’s Villages Somalia with the final report or deliverables no later than three calendar days after the clarification meeting is conducted.

7. CONSULTANT CAPACITY

Qualifications/specialized knowledge/experience required to complete the task:

  • University degree in psychology, special education or related field in education
  • Experience and expertise in Special needs education including legislation and practice.
  • The consultant should be a specialist researcher in special Education needs
  • Familiarity with Somalia Education system and Somali context.
  • Work experience with special education institutions/schools would be considered as an advantage
  • Excellent knowledge of English written and spoken

8. TERM OF THE ASSIGNMENT

The term will be covering 17 days, the period from mid of, August 2016 till end of, August 2016.
