Somalia: Human Resources and Administration Manager ( National position)

The NRC Somalia Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission.Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; food security; protection and information, counselling and legal Assistance (ICLA).

The HR Admin Manager is responsible to oversee, manage, develop and strengthen all HR and Admin functions in order to provide efficient and effective Human Resources and Administration support to the NRC Country Programme and ensure that the HR system is according to NRC standard to support programme/project implementation.

Generic Roles and Responsibilities

  1. Implement NRC’s HR and admin systems and procedures
  2. Ensure that country set up adhere to Employment standards, HR policy and other NRC policies
  3. Ensure compliance with the local labor law
  4. Training, support, control and development of HR teams
  5. Support and train of all staff with HR responsibilities/ personnel management
  6. Management of the HR team
  7. Provide regular HR analysis and reports
  8. Ensure safe and standardized filing of personnel documents in all offices
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

  1. Ensure that staff records in all offices in the area are up to date and filed appropriately
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all support documents
  5. Support line managers in procedures and require support team trainings
  6. Ensure development and implementation of administrative systems and procedures
  7. Ensure adherence to NRC policies and the national labor law in all processes and procedures (Advice in personnel conflicts/processes when relevant Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  8. Align, implement and maintain NRC HR systems, policies and procedures and ensure they are implemented in accordance with NRC policy and guidelines. In so doing ensure that the HR policies and procedures in Somalia are consistent with local government laws and good practice.
  9. Give technical guidance and support to HR staff in Somalia
  10. Guide senior management team and line managers on HR processes such as recruitment; induction; staff development; performance management; reward etc, etc.
  11. Update staff on HR policies, processes and procedures.
  12. Provide technical support to the Managers and the HR focal point persons during recruitments and selection and through the webcruiter
  13. Align/design and effectively implement new staff orientation and training programmes
  14. Coordinate with HR focal point persons on ground where necessary, clearance of staff separating from the organization, including exit interviews and final dues payment.
  15. Align/design, implement and maintain an effective and efficient staff record and filing system including contracts, leave, medical, archiving etc, etc
  16. Ensure good implementation of the medical insurance in Somalia and good follow up
  17. Manage staff benefits schemes like medical, insurance, accident insurance
  18. Ensure timely processing and accuracy of the payroll for Somalia offices.
  19. In consultation with the CD and Area Managers, address staff grievances and disciplinary measures
  20. Manage the staff Performance Management System
  21. Coordinate all NRC staff training and development in accordance with NRC Handbook and decisions taken by the management in Somalia
  22. Coordinate new HR initiatives from NRC HQ


  • Generic professional competencies for this position:
  • University degree in Human Resources Management , Business Administration and/or relevant discipline
  • Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context. 
  • Experience from working in complex contexts. 
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile 
  • Fluency in English, both written and verbal
  • Context/specific skills, knowledge and experience:
  • Knowledge of the context in country
  • Fluency in Somali, both written and verbal
  • Experience of the management of HR systems supporting 300 + staff
