National Consultant – Police Reform Specialist (At UNODC, Sri Lanka) – Sri Lankans only – Home Based

Education:

An advanced university degree (Master’s degree or equivalent) in law, public administration, business administration, criminology or related areas is required. University education may be substituted by extensive relevant experience.

Experience:

Minimum of 10 years’ experience in working with law enforcement agencies in the areas of police oversight, training, and intelligence.

Language:

Strong oral and written communication skills in English. Fluency in one of the local languages (Sinhala/Tamil) is required.

Annex I – Offeror’s Letter to UNDP Confirming Interest and Availability for the Individual IC, including Financial Proposal Template

FINANCIAL PROPOSAL

Please use the Annex 2 of the Offerors Letter to UNDP Confirming Interest and Availability to furnish the financial proposal.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel that deemed necessary to carry out the work of the TOR outside the duty station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

EVALUATION CRITERIA

Individual consultants will be evaluated based on the cumulative analysis method. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as being: 1) Responsive/compliant/acceptable; and 2)Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Technical evaluation (70%) and financial criteria (30%) will be applied. Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.

PAYMENT FOR SERVICES

Payments will be based on deliverables certified by the Head of Office, a.i. The Consultant shall receive payments as monthly instalments (05) upon the submission of the progress made on the expected outputs/deliverables, specified under section “C” above and relevant invoices.
