Communications Specialist – Digital and Content

Under the overall supervision of UNOPS Senior Programme Manager, the Communications Specialist – Digital and Content will be administratively reporting to the Senior Manager – Business Systems and operationally work under the guidance of the Senior Public Information Officer and Chief, Information Support Management Section (ISMS). The incumbent will be responsible for the following duties:

Ensure support to the communications – digital media

  • Leads UNSOS digital media policy and strategy for the Mission’s online presence on digital platforms.

  • Quantitative analysis of media monitoring, social media and hate speech monitoring (engagement, influencers, location, sentiment, reach, etc)

  • Prepares weekly and monthly digital media content plans, using tools such as Hootsuite and Meltwater, and analyzes monthly reports using focused analytics channels.

  • Ensures measurement of digital communication campaigns performance (obtain data to improve future digital communication campaigns,)

Deliver data analytics products

  • Participates in the preparation of concise analytical reports and related products.

  • Conceptualizes, designs and implements a data analytics, social media and hate speech monitoring plan using a variety of analytics tools such as Talkwalker, Meltwater, as well as various social media analysis techniques (sentiment analysis, data mining processes etc.).

  • Reviews existing data collection and monitoring processes and develops process improvements to enhance overall data quality, credibility and reliability by leveraging social media analytics tools to monitor social channels and online media to generate monitoring reports.

  • Conducts research into the capabilities of various data collection and analytics platforms and social media monitoring tools.

  • Provides guidance on data visualization and visual design materials. Produces and coordinates communications materials including data dashboards, maps, graphs, charts, infographics and related digital media content.

  • Builds on the Missions strategic approach to Big Data analysis vis a vis the Somali Partnership Forum goals/resolutions; regularly analyse and extract actionable insights from data and curate insights relevant to Somali citizens and the Somalia Transitional Plan.

  • Uses Big Data insights to support and inform the digital communication strategy.

  • Develops operational guidelines, protocols and templates on Big Data and results management.

  • Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above

Work with the COVID-19 Taskforce and the COVAX Taskforce in implementing a COVAX vaccine communications strategy

  • Develops digital strategies for internal and external communications in support of COVID-19 communications

  • Implements an engagement strategy to promote the dissemination of information on COVID-19

  • Supports the development and implementation of a system to track and manages COVID-19 and vaccination misinformation and disinformation

  • Uses behavioral and social data (surveys, studies) to inform communication response

  • Develops online monitoring and evaluation framework for digital engagement activities

  • Prepares monthly thematic analysis reports around thematic topics on COVID-19 and vaccines and prepare Situation Reports (Sitreps)

  • Provides ad hoc monitoring support during crisis situations

Impact of Results

The result of work of the Communications Specialist – Digital and Content impacts directly on delivery of services that satisfy the requirements of UNSOS as well as the performance of the services implemented there. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.

** Education/Experience/Language requirements



  • Advanced University Degree (Master’s degree or equivalent) in Information Systems, Computer Science, Management, Business Administration, Statistics, Engineering, Communications or another related fields.
  • A first level university degree (Bachelor’s degree) with an additional two years of relevant experience maybe accepted in lieu of advanced degree.


  • A minimum of five (5) years of progressive professional experience in Information Systems, Communications or related field.
  • A minimum of two (2) years of professional progressive experience in dealing with big data.
  • A minimum of two (2) years of professional progressive experience in dealing with digital media.
    Desirable (The following experience is optional. Candidates who do not have it are welcome to apply)

  • Experience working with globally-dispersed project teams and working in a multi-project environment.

  • Experience in drafting and implementing digital media policies.

  • Experience working on COVID-19 Communications.
    Language Requirements:

  • Fluency in English (read, write, speak) is required for this position.

  • Knowledge of another official UN language is an advantage.
