The Roadmap for a sustainable solution to the illicit possession, misuse and trafficking of Small Arms and Light Weapons (SALW) and their ammunition in the Western Balkans, by 2024 (SALW Roadmap 2024) was developed by the Western Balkans authorities, under the auspices of the Governments of Germany and France, in coordination with the EU. The Roadmap constitutes a progress measuring tool and a guide towards more coordinated and synergetic support to the region in this area leading to an effective and efficient use of donor resources. The Roadmap has been operationalized through action plans, which have been integrated and support the existing SALW Strategies and national action plans with measurable objectives and concrete indicators against which, progress can be measured at both local and regional level. The Roadmap is becoming a reference document for the international community with regard to interventions in the WB countries.
UNODC is a global player with unique expertise and mandate in the field of drugs, crime and terrorism. As custodian of the United Nations Convention against Transnational Organized Crime (UNTOC) and its supplementary Firearms Protocol (as well as other relevant global crime and terrorism instruments), UNODC, through its Global Firearms Programme (GFP) is well suited to address organized crime and related illicit firearms trafficking through policy and legislative advisory services, criminal justice and law enforcement responses, specialised technical assistance, as well as promoting regional and international cooperation and empirically grounded knowledge about these issues.
In Bosnia and Herzegovina, the UNODC Global Firearms Programme will facilitate the implementation of the Roadmap with the overall goal to prevent and counter illicit manufacturing of and trafficking in firearms, and their links to transnational organized and other serious crimes, including terrorism, and foster effective international cooperation and information exchange. The specific objective of GFP’s activities in BiH is to support the criminal justice system to countering illicit firearms trafficking and related offences and provide support in the following areas: (i) Legislative assistance to implement and apply the United Nations Convention against Transnational Organized Crime and its Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition (Firearms Protocol), with a focus on the criminal and criminal procedural law provisions; (ii) Support for enhancing the knowledge and skills of law enforcement and prosecutors to detect, investigate and prosecute firearms trafficking cases; and (iii) support for collection and analysis of criminal justice data; and facilitation of international cooperation between criminal justice practitioners.
In the implementation of this work, the UNODC GFP is supported by and works in cooperation and partnership with the UNODC Regional Programme for South Eastern Europe (RP SEE), as reflected in the outcome 1.2 of the latter.
Under the overall supervision of the Coordinator of the UNODC Regional Programme for South Eastern Europe and the direct supervision of the Head, UNODC Global Firearms Programme, and in coordination with the designated UNODC staff, the incumbent will undertake the following tasks:
