Somalia: Electrical Engineer

Somalia Country Office of our client is undertaking feasibility studies and detailed design of priority urban roads in Kismayo and Baidoa, a component of the Somali Urban Investment Planning Project (SUIPP) supported by the World Bank. Working in a close relationship with the Municipality and the Government partners, the project covers priority urban roads in Kismayo (30 km) and Baidoa (20 km). The design covers rehabilitation or reconstruction of the roadway along with the corresponding drainage system, sidewalks, street lighting and road furniture.

The Electrical Engineer is required to undertake assessment for suitable street lighting systems adopting appropriate technology including green energy and develop input to the feasibility studies and detailed designs of Kismayo and Baidoa Roads.


Role objective:

  • Site visits to Kismayo and Baidoa, meeting with the Municipality officials, asses the functionality of the existing street lighting systems (solar), identify reasons for malfunctioning and consider preventive measures for future similar applications;
  • Assess the local capacity for maintaining of solar street lighting systems in terms of resources, skills, access to spare parts etc and report on constraints and proposed measure to make solar street lighting applications are feasible and sustainable for Kismayo and Baidoa;
  • Develop conceptual designs, preliminary estimates and provide input to the street lighting component of the overall feasibility study report;
  • Develop detailed designs and specifications for the proposed solar street lighting systems in Kismayo and Baidoa urban roads with sufficient information to be included in the tender documents for works implementation. The information shall cover the full package of solar street lighting supply and installation including civil, electrical and installation works.
  • Develop final cost estimate for the supply and installation of solar street lighting in rehabilitated / reconstructed urban roads in Kismayo and Baidoa;
  • Prepare maintenance plans including suggested list of spare parts and details of other recommended measures to strengthen the sustainability of the designed and installed solar lighting systems;

Expected output

  • Submit conceptual designs including outline of specifications, preliminary estimates and a briefing document on the street lighting component to be included in the Kismayo and Baidoa urban roads project feasibility study report within 2 weeks of the assignment commencement.
  • Submit detailed designs including drawings and detailed specifications for the proposed solar street lighting systems in Kismayo and Baidoa urban roads with sufficient information to be included in the tender documents for the procurement of supply and installation within the following 3 weeks. Also need to include a design report together with the final cost estimate.

Project reporting:

The consultant will report to the Design Team Leader on matters of technical aspects, and will report to the Project Manager on management aspects.

Team management:

This role does not have team management function.



§ Bachelor’s degree in in Electrical Engineering is required and/or Master’s degree in in Electrical Engineering and other relevant area is desirable.

Work experience:

§ Minimum of 8 years of demonstrable relevant Engineering – Electrical experience.

Geographical experience:

§ Minimum of 2 year of experience in Africa (desirable).


§ Fluency in English is essential.

Key competencies:

Professional qualification with registration in a recognized relevant professional institution is required.


Sector experience:

• Minimum of 8 years of design experience in bridges / main drainage structures is required.

• Experience in design and installation supervision of solar street lighting systems is required

• Relevant working experience in Somalia / East Africa is desirable.


Competency in English both spoken and writing is essential
