Overview of the position:

  • Our client has been supporting the govt’s. efforts in effective implementation of the National Development Plan, which is aligned with the corporate Sustainable Development Goals (SDG), in collaboration with a wide range of stakeholders in Somalia. The Rule of Law (ROL) Portfolio includes projects & programs on justice, police & security sector reforms, preventing & countering violent extremism & human rights. These 5 projects & programs are interlinked & addresses the overall contributing outcome under the UN strategic framework priority 2: Supporting institutions to improve peace, security, justice, the ROL & safety of Somalis & strategic priority 3: Strengthening accountability & supporting institutions that protect. Further it addresses the National Development Plan on ROL & Access to justice goal, to “establish independent, accountable & efficient justice institutions capable of addressing the justice needs of the people of Somalia.
  • Most programs under the ROL GFP’s arrangements in Somalia have outcome & output indicators but measuring impact at the outcome level has proven challenging & most projects end up reporting at the output & activities level. An important goal of the joint ROL framework in Somalia is to work under a common M&E mechanism that will constantly measure the status of peace & security in Somalia & to be able to assess the effects of UN´s support in furthering ROL & understanding what implications the UN support has at the community level. The UN in Somalia has established a first of its kind outcome based M&E framework that seeks to measure in real time the impact of the UN’s & the international investment in areas of ROL through continuous robust collection of qualitative & quantitative data from the community levels that will give up to date & instant information on the status of peace & security in targeted districts.
  • The establishment phase focused on the development of a qualitative data analysis framework & procedures for the M&E system which includes organizing qualitative data collection in the field & methods of integrating different data streams from collection networks into a centralized qualitative database, development of research protocols & tools needed & training for relevant UN & govt. data teams & data analysis of 2 SDG 16 indicators.
  • In this phase, new indicators for each Federal Member State will be developed. The SDG 16 Data Management Specialist will provide support to our clients SDG 16 M&E Goal 16 Team for consistent data collection & data cleaning for regular production of SDG 16 bulletins. To ensure govt. buy in, the Data Specialist shall train govt. personnel at federal & federal member state levels respectively & work in close coordination with the govt. M&E teams to launch baseline data collection of the SDG 16 indicators related to Rule of Law (ROL), Justice, Human Rights & Security. All bulletins will help in identifying the progress & results of the 5 UN joint programs viz. Joint Justice program, Joint Police Program, Joint Security Sector Governance Program, Joint Human Rights program & UN Project on Prevention & Countering of Violent Extremism (PCVE).
  • Our client will host the operation, ensuring that the effort is linked to Goal 16 monitoring with the aim building the capacity of the host govt. over a period to be able to conduct regular monitoring.

Role objective:

The overall objective of the assignment shall include contribution towards the development of SDG 16 bulletins which shall be produced by our client & other UN coordinating agencies. Further the expert shall be developing a pool of resource persons who will be trained within the govt. institutions to undertake data collection on a regular basis on SDG 16 ROL indicators & goals for Somalia.

This assignment shall be undertaken through the following:

A) Design & plan consistent data collection & data cleaning to produce regular SDG 16 bulletins:

  • Coordinate with SDG 16 Technical Specialist to identify the indicator during each quarter which will be used to develop concept design for each bulletin.
  • Provide detailed methodology & work plan for each bulletin & what results it is expected to identify for the 5 Joint ROL programs of the UN.
  • Conduct data cleaning & analysis based on reports & survey information received from various sources which shall be coordinated by the Data Specialist & the SDG 16 team.
  • Develop an SOP for partners on data sharing & present this at a workshop including ROL working group meeting & other relevant platforms as & when required.
  • Provide a set of cleaned data for each SDG 16 indicator/target for production of SDG 16 bulletin.
  • Prepare 6 presentations to be provided for various ROL program steering committee meetings.

B) Provide training to the govt. personnel at federal level & federal member states:

  • Identify potential Trainees at each federal member state covering all ROL institutions including Ministry of Internal Security, Ministry of Justice, Judiciary, Ministry of Women & planning departments.
  • Provide training to civil society groups who work on the ROL projects & programs of the UN & other relevant actors on M&E in ROL, methodology for M&E, data collection & data analysis.
  • Develop training manual for M&E goal 16 on what does M&E mean for ROL, methodology for M&E, data collection & data analysis.

C) Provide coordination & technical support to the govt. M&E teams to launch baseline data collection of the SDG 16 indicators related to ROL, Justice, Human Rights & Security at federal member states:

  • Develop work plan & timelines for each federal member state on data collection.
  • Ensure that the data collection is completed within a specific time based on follow up with the M&E focal points for each ROL institution.
  • Ensure that there is data saving on a common platform which shall be facilitated by our client in Somalia & global support networks.
  • Develop draft SOP to discuss with govt. & civil society stakeholders on data management & data privacy.

Project reporting:

  • This role reports to the Project Manager.

Team management:

  • This role does not have any team management responsibility.

Geographical experience:

  • Minimum of 5 year of experience in Middle East (essential).


  • Fluency in English is essential.

Academic qualifications:

  • An advanced degree (Masters Degree or equivalent) in Social Science, Sociology, Qualitative Research, M&E or a related field. An equivalent combination of qualifications &/or experience relating to Political Science, Social Science, Public Administration, International Studies, Humanitarian Affairs, Communication for Development & Communication, may be considered.


  • At least 5 years’ experience in aid & development work at field level, preferably in crisis contexts.
  • At least 5 years’ experience in working with or designing monitoring & analysis systems that are community based.
  • Good working knowledge of the UN system & mandates.
  • Proven track record in coordination in crisis situations, including team building & conflict resolution, particularly in collecting information & producing analysis through successful data collection tools
  • Strong background in community engagement work, preferably in crisis/recovery country context.
  • Specialist experience in designing & managing extensive data collection, analysis & monitoring frameworks that are community based.
  • Ability to work collaboratively as part of a team in a challenging & highly fluid environment, flexibility & the ability to handle constant change.
  • Previous work experience in Somalia would be an asset.
  • Proven track record of producing data analysis & data collection tools, including coding & translation of qualitative & quantitative data into focused analysis.

Technical expertise/competencies:

  • Strong ability to analyse & synthesize information from different sources & to draw from its key themes & issues.
  • High level logical & methodical organization skills.
  • Excellent communication & interpersonal skills (spoken & written English), good presentation skills (public speaking), report writing skills & ability to communicate with both UN & govt. officials.
  • Ability to work collaboratively with colleagues to achieve project goals.
  • Ability to work in a high-pressure work environment with tight deadlines & adaption to a rapidly changing socio‐political environment.
  • Ability to work with minimal supervision, taking own initiative & control to implement tasks to accomplish required goals & objectives through effectively delivered results.
  • Demonstrated proficiency in use of M&E data processing software systems such as SAS, SPSS & STATA, or other known relevant statistics programs.
  • Ability to work with large data arrays, data analyses & visualization.
  • Strong knowledge in data export/import technologies especially for statistical & database software & share results in different formats for specific types of use (general analysis, mapping, etc.).

Language requirements:

  • Fluent written & spoken English.

Other relevant information:

  • This role is home based however requires the Consultant to travel to Mogadishu & other places in Somalia with prior written authorization by our client for report writing assignments.
  • CTG will provide all administrative & logistical support to the consultant (including payment of professional fees, living allowance, travel & security) with no responsibility whatsoever on the part of our client).
  • The financial offer should be quoted based on a professional daily fee up to a maximum of 90 working days.
  • The total professional fee shall be converted into an output-based contract based on the weighted percentage corresponding to each deliverable.
  • On completion of each deliverable, achievement of deliverable’s will be approved by our client’s ROL & Security Portfolio Manager.
  • Payment will be made following certification by our client that the services related to each deliverable have been satisfactorily performed & the deliverable’s have been achieved on or by the due dates specified in above.
  • Consultant will be required to have a personal laptop computer.
