About HIJRA:

Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn and East Africa.

HIJRA is embarking on a programme to offer Third Party Monitoring Services in Somalia. HIJRA shall work across the Donor’s entire intervention portfolio in Somalia, with the aim of providing greater access to field locations, verification and validation of programme data, thereby enhancing the quality of data collected, and ensuring a higher frequency of data collection and project site visits. This will ultimately promote greater accountability, enhance risk management and improve learning insights for programme performance.

The Data Coordinator will be responsible for the management of the verification process, liaising with implementing partners and drafting verification reports and contributing to learning (findings and Third Party Monitoring processes).

Reporting Relationships:

The post holder will be responsible to the TPM Team Leader.


Management of Third Party Monitoring Verification Activities and Reporting: (40% of time)

§ Oversee activity mapping for verifications based, coordinating with Implementing Partners on work plans and lead on selection of activities for verification on a monthly and quarterly basis.

§ Lead on training needs and material for teams and supervision of delivery of training to Data Manager(s)s and Data Enumerators

§ Lead and coordinate the drafting of Third Party Monitoring verification reports and responding to feedback on individual reports. Provide guidance and support to the Data Manager(s) on report writing including, structure and style.

§ Support to the Team Leader to quality assurance of verification reports, providing constructive feedback on verification report drafting and style. Lead on feedback process with the Donor and implementing partners on Verification Reports, including content, layout, access and usefulness.

Field Management and Duty of Care: (30% of time)

§ Update and maintain the risk matrix in consultation with programme leads and the Third Party Monitoring Team Leader, using lessons learnt ongoing activities to better hone assessments, mitigations and subsequent field operation planning.

§ Supervise planning and coordination of field team deployments for verification data collection, communicating with Implementing Partner points of contact Data Manager(s) to ensure timely delivery across all locations of work. Coordinate diligence and operational (security and safety) assessments for field work in Somalia are made, suitable mitigations are adopted, and risks are properly logged, tracked, and updated. Provide guidance and support to the Data Manager(s) on duty of care and security considerations.

§ Coordinate with the Data Manager(s) in Somalia on all planned activities and visits. Responsible for the review of field operation plans, daily field check-ins, escalating issues to the Team Leader and regional Management Unit (Nairobi).

§ Provide urgent contextual updates, issuing and responding to operational alerts in coordination with the Team Leader, Data Manager(s).

Donor and Implementing Partner Engagement: (20% of time)

§ Client engagement over utility and optimized value of outputs.

§ Build and maintain constructive dialogues with the Donor and implementing partners key points of contact, building understanding of Implementing Partner activities to support verification delivery and explaining

§ Coordination and engagement with Donor and implementing partners for required information including work plans and additional supporting documentation.

Learning for the Third Party Monitoring Verification Work stream: (10% of time)

§ Contribute to internal and external learning processes, reporting and events for the Third Party Monitoring verification work stream.

Any other duties as may be assigned.

Competencies, Qualifications, Skills and Experience:

§ Bachelor’s Degree in Statistics, Development studies, Social Science, Monitoring and Evaluation or related field.

§ A Master’s degree in a Monitoring and Evaluation Field would be an added advantage.

§ 5 years’ demonstrable experience in programmatic monitoring and evaluation.

§ Experience in Third Party Monitoring would be an advantage

§ Ability to handle multiple tasks simultaneously and set priorities.

§ Willingness to learn and develop new skills; self-driven with a high sense of quality and ability to meet tight deadlines.

§ Strong data management and analysis skills including familiarity with Excel, MS Access, Epi info, Stata and SPSS. Experience maintaining computerized databases a plus.

§ Excellent communication and interpersonal skills

§ Ability to produce accurate and customized reports to donors while meeting deadlines

§ Proven technical skills in data management, Monitoring and Evaluation and assessment with experience related to monitoring and evaluation of projects with a humanitarian emergency response focus is required.

§ Previous experience in one or more of the following technical areas: protection services delivery; community service and development, livelihoods, or capacity building.

§ Strong understanding of institutional donor rules and regulations for Quality and Monitoring and Evaluation.

§ Ability to work with minimum supervision
