BACKGROUND
The Ministry of Women Development and Family Affairs (MoWDAFA) in Puntland was established in 2005, is designed to cater women’s rights, child development and family welfare. The Ministry’s key responsibilities are to design and implement social policies and programs that promote women’ empowerment and child development as well as consolidate and safeguard family welfare. The Ministry do this by supporting access to security, as well as social and economic opportunities especially in the areas of health, education, food security, and enabling access to clean water and hygiene. The Ministry’s goal is to facilitate national, regional and international processes on key areas of concern so as to implement concrete and significant change for women and children in Puntland.

Gender Responsive Budgeting (GRB) seeks to mainstream gender policies and tools into the national budgeting processes from planning to implementation, monitoring and evaluation. In recent years, GRB has been increasingly used in various countries as an effective tool to channel financial
resources and monitor progress towards achieving gender targets and priorities. With support from UN Women, MOWDAFA is planning to conduct gender responsive budgeting trainings for key official of the ministry of women, ministry of finance, ministry of planning and one more key ministry in Puntland. Over the past eight years, UN Women has supported GRB work in more than 30 countries at national, sectoral and local levels and significantly contributed to positioning GRB within the framework of mainstream fiscal policy as well as national planning and budgeting processes.

It is expected that through the training work on GRB in Puntland a platform would be created for gender mainstreaming to have;

  • Team of people that would act as trainers and resource as the gender responsive budget experts
  • People that are well versed in training and or have had a background in training and gender topics/understand the context of gender and its processes that will strengthen policies and budgets across sectors to better meet the needs of women and men in local communities. The Ministry of Finance along with MOWDAFA has a lead role in the institutionalization of GRB in Puntland by requesting Sectoral Ministries to include activities in support of the implementation of the Women’s Policy and gender inclusive policies in the budgets and annual national budgeting process, it will be crucial to have a manual for ToTs, and also those that will be taught to use the manual, and implement it hence a tool for clear structures with different topics, short trainings, handout materials, and introductory sections.

The long term objective of GRB work in Puntland is to contribute to the effective implementation of gender sensitive policy commitments reflected in the national development strategy and other strategic documents through increased and better targeted resource allocations for gender equality and women’s empowerment. In addition, partly the GRB should include that the government should produce gender budget statements to ensure how the gender equality and equity programs are helping the society, and to show what improvements that have been made on gender budgeting, and gender equality in the context of financial independence towards women. This initiative will enhance the need for the government to be gender sensitive about services and GRB processes. For instance, the Ministry of Finance, cannot just produce gender budgeting statement which talks about how the ministry is conducting programs based on gender, embraced gender, implemented GRB processes without having any female (not to count cleaners) in their departments and that is where the gender-sensitivity should derive from by the government.

In this context, MOWDAFA is planning to hire a consulting firm or individual consultants that will contribute to building capacity of stakeholders and developing relevant tools, guidelines and methodologies for the initiation of implementation of the GRB agenda in Puntland in close collaboration and consultation with Ministry of Finance, Ministry of Planning and other national stakeholders as seen appropriate.
